Mid-Term Review of the Programme for the Promotion of Perennial Crops in Ghana (Oil Palm & Rubber)

AHT of Germany and Plan Consult undertook for the Ministry of Food and Agriculture (MoFA) the Mid Term Review of the Programme for the Promotion of Perennial Crops in Ghana. The MTR reviewed the three core components of PPPC, which were: (1) the Rubber Outgrower Plantations Project phase III (ROPP III), (2) the Buabin Oil Palm Outgrowers Project (BOPOP), as well as (3) an institutional support component to the Ministry of Food and Agriculture (MOFA).

Specifically, the consultants undertook the following

  • Evaluated the Programme’s relevance to the government’s policies on poverty reduction and perennial crops;
  • Evaluated progress made in achieving the objectives (logic frame) and indicators;
  • Assessed effectiveness of the institutional set-up to produce expected outcomes;
  • Assessed efficiency of the institutional set-up to produce expected outcomes;
  • Assessed beneficiary perception of the projects and its implementation
  • Identified constraints (if any) impeding programme implementation (socio-economic, financial, institutional etc.);
  • Documented best practices for improvement of programme implementation; and
  • Recommended changes in the programme’s scope and design with specifics on the individual projects of the programme
